Estimates becoming commitments

Mike Cohn in his book Estimating and Planning:

” If I ask you for an estimate for a high-end word processor and the answer is the end of the week, the probability is 0%. If the estimate you give me is 10 years, the probability is 100%.Each estimate within the end of the week and 10 years comes with its own probability between 0 and 100%. (Armour, 2002)”.
